Public schools are free in Namibia, but families are required to pay for student uniforms, paper, writing instruments and books. They are even expected to contribute to school improvements. Children are supposed to attend school between the ages of six and sixteen. Primary school starts at six and covers grades one through seven. Secondary school is five years, grades eight through twelve. After grade ten, students receive the Junior Secondary School Certificate. After twelfth grade, students receive the Namibia Senior Secondary Education Certificate after taking a final exam that is moderated by Cambridge. Better grades on the exam result in the student’s ability to attend higher education.

Despite the fact that children are supposed to attend school between the ages of six and sixteen, enrolment rates tend to suffer. This is due to any number of reasons, but one of the biggest is poor education quality, even though the government allocates a decent portion of its budget towards education.
